He made clear, the reason for stepping down. This scandal with Somalis having systematically committed fraud is a huge clusterfuck to deal with and is going to be much more work to deal with than just tossing the ones they caught in jail. That will pretty much take the bulk of his focus, so as he says, every minute he spends working on campaigning for the election is a minute wasted not dealing with the fraud crisis. So he's stepping out, trusting that whoever wins will be good and competent and putting all his effort into just doing his job. Would that more politicians had that attitude towards their job.
