What I see from this clip, I am going to assume the four person in riot gear are agents of some sort (police written on at least one of the vest), and the remaining bunch are civilians protesting:
First, the person in the white shirt is picked out by one agent by the arm and dragged up. The other two agents start supporting the capture.
Two protesters start charging in support of the person being grabbed (tall person and the one shot). What prompts one agent to repulse the tall person, who gets sent flying back. At that time, the guy getting shot is besides this agent and moments away to being shot in the face by another agent 2 to 3 meter away.

I do not think that the agents particularly wanted this outcome. But I would argue that they were trigger-happy, by assuming using less than lethal weapons would give them the opportunity to hurt people.

The video quality and angle makes it hard to analyze the exact spatial positions of the people involved, but I lean on little body contact between the person who got shot, and any other agent.

How much of a thread the person who got shot was to the agents, and if a simple shove, just like the first person received, would have done the trick, is maybe a personal thing.

I would hold my agents to a higher standard. They definitely need training ... but in the land of the "free" power abuse is not that big of a deal, apparently.

This is what I am inclined to believe, that it was a fast-moving situation and out of the three people he shot with non-lethal rounds, one just got unlucky. It doesn't appear to me to be like any aiming further that general "point barrel at the thing charging at me" occurred
