Police identified the suspect as Sarah Elizabeth George, 43, of Boise during a Monday, Feb. 23 press conference. Police said George was arrested earlier that day after what investigators described as five days of intensive work, including canvassing, reviewing surveillance footage, following leads, and using technological analysis to identify her. A probable cause affidavit was filed in federal court, outlining the investigation, timeline of events and allegations. George faces federal charges of Attempted Destruction of Federal Property by Fire and Malicious Destruction of Property Used in or Affecting Interstate Commerce by Fire. According to the probable cause affidavit, around 11 p.m. on February 18, George stole a Canyon County Paramedics ambulance from the ambulance bay outside St. Luke's Hospital while a crew transported a patient inside. When paramedics returned, the vehicle was gone. Authorities said George drove the ambulance into the Portico North building. Investigators believe she intended to set the building on fire but fled when first responders arrived. The day after the incident, law enforcement obtained CCTV footage from businesses in the area. According to surveillance video, around 10:40 p.m. on Feb.18 a dark pickup truck parked at Primary Health down the road from St. Luke’s Meridian. The probable cause affidavit states, about 22 minutes before the ambulance was stolen, a person matching George’s description walked from Primary Health toward St. Luke’s. >>

As we previously reported, police said these jugs were stashed in bushes on the edge of the parking lot before the ambulance was stolen. Around 11:10 p.m., investigators said George drove the ambulance through the doors and into the lobby of the Portico North Building. The affidavit states that CCTV video from the Portico Building and the ambulance show George got the gas jugs from the back of the vehicle and poured gas around the lobby floor. She then left the building once law enforcement got there. Minutes after the crash, dash camera from a Meridian Police car showed George crossing Fairview Avenue and heading north toward Primary Health, according to the affidavit. RC Willey’s security cameras allegedly show George walking through the store’s lot towards Primary Health. Then, around 11:22 p.m., ten minutes after leaving the Portico Building, the affidavit states George got into a truck and drove away. During the investigation following the incident, law enforcement said they found a plastic bag from Walmart on the floor of the ambulance, which contained a bottle of lighter fluid. Court documents state the gas cans left in the Portico lobby was also brands found at Walmart. Court documents state officials went to the closest Walmart to the incident in Meridian and Walmart provided a receipt dated 9 p.m. on Feb. 18, 2026, which listed several items including the lighter fluid and gas cans. Walmart had also provided photos, which law enforcement states depicts George purchasing the items, leaving the store, getting into her blue Dodge Dakota and driving away. Shortly after, video from a Fred Meyer Gas station shows her pumping gas into the two gas jugs.>>

According to the PCA, investigators found a post George made on social media the morning of Feb. 18 depicting an AI-generated video of the White House on fire with the caption, “If it can be destroyed by truth then it should be destroyed; it was built in lies anyways.” A St. Luke's representative confirmed that this incident occurred in the same building where the DHS recently leased space. As previously reported, DHS worked with the General Services Administration (GSA) to secure a lease within the building, where DHS has set up an administrative office. Meridian Police worked with the Federal Bureau of Investigation (FBI), Department of Homeland Security (DHS) and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) on this case. On Monday, Meridian Police Chief Tracy Basterrechea highlighted the collaboration between the agencies and thanked them for their diligent work.
