>A regional Air Canada jet collided late on Sunday into a Port Authority airport vehicle at LaGuardia Airport in New York, an on-the-ground crash that demolished the front of the airplane, killed two pilots, injured dozens of passengers and prompted the airport to shut down on Monday morning, law enforcement and aviation officials said.

>At least 41 people were transferred to local hospitals after the plane, which was operated by Jazz Aviation, struck a rescue-and-firefighting vehicle that had been "responding to a separate incident," a Port Authority spokesperson said in a statement. Two of the injured were Port Authority officers and the other 39 were passengers, officails said.

No, you have a ground controller and an air controller. The ground controller taxis planes to the runway and hands them off to the air controller. The air controller takes planes off of the runway and hands them to departures. In this case, the ground controller handed the plane off to the air controller and was trying to get the firetruck across the runway.

Or this is how it SHOULD work except it was just one guy doing it. The difference is staggering, because air controllers should be capable of not just monitoring takeoff traffic but also landing traffic. So picture doing the job of 3 people, oh and a firetruck wants to cross an active runway.

A bit of clarification for the hell of it. There's clearance, ground, tower, departure and approach. Clearance delivery is often handled in the tower. Ground and tower are always handled in the tower, as far as I'm aware. Departure and approach is usually handled off site. It sounds like there were two controllers in the tower. One handling clearance delivery, and one handling tower and ground at the same time. I feel like it's often clearance and ground that are combined or all three are combined, but I don't have a ton of visibility into how things are run on the ATC side from where I sit. Basically everyone I know, who is also a pilot, recognizes that ACT has been getting the short end of the stick for decades, and it's sometimes a surprise to me that there aren't more fatal accidents.
