They cannot book Ubers, Deliveroo or order from Amazon. They cannot access family photos saved on iCloud nor use Microsoft Word. Their credit cards and bank accounts have been cancelled. They cannot charge electric cars, read a Kindle or watch Netflix, nor book an Airbnb.
They are not terrorists or narco-traffickers but eminent judges and prosecutors at the International Criminal Court (ICC), as well as a special rapporteur on human rights for the United Nations.

Their daily lives have been made a nightmare having been put under US sanctions by President Trump, joining a list of al-Qaeda and Isis members, mafia bosses and Iran’s most hardline clerics and Revolutionary Guards — only in their case it is for trying to bring international justice.

“They have made us financial and technological outcasts,” said Francesca Albanese, 49, an Italian legal scholar who has been UN special rapporteur on human rights in Palestinian territories since 2022. “Our credit cards and bank accounts are cancelled. We cannot make payments. We cannot receive payments.”

Albanese was sanctioned last July after she issued a report in Geneva accusing a number of major corporations of being complicit in what she called Israel’s “genocidal campaign” in Gaza. Among them were 20 American companies including the arms producers Lockheed Martin and Palantir.
Marco Rubio, the US secretary of state, responded by imposing sanctions, calling Albanese “unfit” for her role and accusing her of “unabashed antisemitism” and “biased and malicious activities against the US and its ally Israel”.

Albanese was one of the first to describe what was happening in a Gaza as a “genocide”. She has now become something of a rock-star lawyer on social media for her outspoken comments. She has 1.4 million followers on Instagram and her book is published in 60 countries. Speaking to ambassadors in the Hague on Thursday, people clamoured for selfies.

Yet, she says, she now survives by borrowing cash. “I’m a nearly middle-aged person who’s totally dependent,” she said. “I’ve never been as dependent on someone else’s finances since I was 17.”

It’s a situation familiar to the British barrister Karim Khan KC, the chief prosecutor of the ICC, and the first in the court to be sanctioned by Trump. His sanctioning came in response to his issuing of arrest warrants in November 2024 against Binyamin Netanyahu, the Israeli prime minister, and Yoav Gallant, the country’s former minister of defence, for war crimes and crimes against humanity.

“The United States will not tolerate politicised attacks by the ICC on our allies,” wrote Rubio. “Target Israel and we will target you.
“If you move forward with the measures indicated, we will move to end all American support for the ICC, sanction your employees and associates and bar you and your families from the United States. You have been warned.”

In February last year, Rubio carried out his threat and Khan was sanctioned. Since then eight judges from the court have been sanctioned as well as two deputy prosecutors for the arrest warrants and for authorising an investigation into human rights abuses by US soldiers who served in Afghanistan.

“My Apple ID, iCloud, Amazon, Airbnb, PayPal and other accounts have all been blocked or cancelled,” she told the European parliament last month. “These cancellations happened overnight without advance warning.”

Even her house insurance and her credit cards were cancelled. “It is impossible to have a credit card as a sanctioned individual,” she added. “This makes it difficult and sometimes impossible to do everyday things like making a reservation, buying a plane ticket, or subscribing to an online news outlet.”

“Being under sanctions is like being sent back to the 1990s,” said Nicolas Guillou, a French judge who was sanctioned in August.
“These sanctions affect every aspect of my daily life. All my accounts with American companies, like Amazon, Airbnb, PayPal etc, are closed.”
“I made a reservation on Expedia for a hotel in France and, a few hours later, I received an email from the company cancelling my reservation, citing these sanctions.”

Some have likened it to what is referred to as “civil death” in Turkey where the Erdogan government has used a similar strategy against opponents — debanking them and disassociating them from modern life.

At one point some sanctioned judges were reduced to using pen and paper as they could not access computer systems.
Worried that the whole court will be sanctioned, the ICC has been working with a German technology company to develop its own system — something various NGOs are also looking into.

Sanctioned individuals are not the only ones affected. The sanctions not only ban them and their families from travelling to the US and freeze any assets there but also prohibits any American company or its foreign subsidiary doing business with them, punishable with a $1 million fine.

“Even transactions made by people nothing to do with us such as agents booking flights or hotels get cancelled if our name is there,” says Albanese. “If they mention Francesca Albanese on a ticket, for example, or someone books a ticket to go and hear me speak, the transaction gets cancelled because my name is recognised as connected to criminal activities.”

A friend who sent a Christmas present to Judge Hohler had his own Amazon, Kindle and Audible accounts blocked.
“One of the most painful aspects of the sanctions is their impact on my family,” said Gocha Lordkipanidze, a Georgian judge at the ICC. “I can’t, for example, transfer money to my country to pay someone who is helping a relative who needs care.”

Not only was Khan’s long-held account with British bank Natwest frozen but when he tried to transfer money to his ex-wife in the UK for their children, her bank account was also frozen.

He, like the other Europeans sanctioned, is shocked by how European banks have complied.
“The compliance of European financial operators has been very concerning,” said Hohler. “A European bank whose client I was for decades announced that it was closing my bank account a day after I was sanctioned.”
The problem is the dominance of US companies in technology and financial transactions. This was highlighted in a report released on Thursday by 2,000 NGOs that work with the court, under the title Criminalising Accountability: the US Lawfare against International Justice.
