The court ruled 4-3 that the state’s Democratic-led legislature violated procedural requirements when it placed the constitutional amendment on the ballot to authorize mid-decade redistricting. Voters narrowly approved the amendment on April 21, but the court’s ruling renders the vote’s result meaningless. Writing for the majority, Justice D. Arthur Kelsey wrote that the legislature submitted the proposed constitutional amendment to voters “in an unprecedented manner.” “This violation irreparably undermines the integrity of the resulting referendum vote and renders it null and void,” he wrote. States are independent so their laws are sacrosanct, but a president can call states and order them to change their maps and that is not election interference. If they refuse,(Indiana) the president can punish the state lawmakers that refused, and that's not election interference either. 3. Governors can violate their constitution(Florida), change the maps anyway they want, and that's fine but states can't violate their constitution (Virginia) 3.You can't change an unconditional map close to an election (Louisiana) except when you can (Louisiana) and you can't stop an election to change the map(Virginia), except when you can(Louisiana). 4. You can't change a map to discriminate against race(Louisiana), but the groups discriminated against have to prove INTENT(the entire country), except when you tell everyone watching FOX news that you are changed the map to discriminate against race(Texas). that's not proof of intent.
