Rallying is about the art of driving perfected, whereas the American "equivalent" tries to remove that factor as much as possible, as with most American motorsports. American car culture is about being seen in a particular vehicle, while European car culture is about using said vehicle. It's a fundamental difference.

Won't work for all biomes though, forest covers stuff pretty well, for example.
