Adding additional cost to use roadways through something like tolls would only further squeeze what's left of the middle class. Whether the rich have any "valuable reasons" for being on the road or not won't matter because they'll be able to afford it, and the bums and underclass trash are already kept off the roads by the costs of having a running vehicle, fuel (including the tax which pays for the roads), registration, and insurance. And for those that buck registration and insurance, they'll blank on the tolls too. The only ones who'll pay, and to whom it would matter, are the middle class.
