The main roads (the ones with small numbers) are in decent shape. They usually fix any damage when the weather allows work again, though there's a lot of maintenance debt even there. Venture off those, and the quality is something else.
Here's a paved four-digit road. I suspect our boomers thought they could just put asphalt on top of any poorly engineered dirt road, and being a magical material from the future, the asphalt would hold its shape forever in any conditions (it did not).
The lack of markings makes some ADAS implementations extremely dangerous on these roads.

Also, even on main roads, they often take long enough to deal with holes and cracks that water gets under the road and freezes. When they re-pave the road later, the bumps created by the ice warping the ground aren't entirely smoothed out.
Ending up on one of those stretches of road often makes one wonder if the car's developing suspension issues. Then the bad part ends and confidence in the car is slowly restored.

Sweden and Finland both have significantly lower population densities than the US, and the population in both is mostly concentrated along the coasts. A relatively small road network, kept in good condition, can serve most of that population.

In addition to that main network, both countries have tons of rural roads in varying condition.
Doesn't make sense to pave them as without extensive engineering, water and frost will fuck them up very quickly.
Cheaper to just leave them unpaved and maybe call someone with a grader to come fix them if they're too fucked at the end of spring. These are the roads you see people rally racing on.

I think the dataset is originally from a survey where they asked people to rate the roads they actually drive on.
So yes, it might be heavily weighted in favor of the major roads. Which are usually in good condition, despite the local climate being what it is.

Most of those dirt roads see maybe 10 cars a day. Likely even fewer during winter since many of them lead to summer houses, cabins, lakeside saunas and places like that.
Some might be completely blocked by snow for a few months. The mud season isn't nearly as bad as in parts of Russia, but when all that snow starts melting, the roads might still be a mess for a while.
Anyone who lives there around the year likely has a vehicle that can handle the road, or a tractor or something they can use to fix it.

It's not true. That's the border between the villages of Guadramil in Portugal and Riomanzanas in Spain. It was previously a dirt road end-to-end and laying asphalt on it was a joint project done by both at the same time, we just finished our side first before Spain did, and in the end we didn't even match asphalt types. Pic related is how it is today.

In the United States it varies hugely by state and county and weather.
It also varies by whether it's part of the highway/freeway system as those roads receive federal grant money, assuming your state or county has done the needful (been extorted) to get access to it.

In California, the roads are pristine. Even the vast majority of county roads are pristine. GMR for instance is a terrible condition road by California standards and it's still very nice in comparison to say Oklahoma.

Generally the southwest and northwest have good roads, while the midwest is generally terrible. The south and east coast seem to have decent roads mostly depending on county revenue level.
