Takumi would go through a set of tires a week and probably spend more on tires than he made delivering tofu, street race teams don't have a pit crew and parts van following them, you don't have galleries for street races, and cops exist.
It wasn't meant to be a documentary about street racing.

Yeah, these two posts pretty much sum it up.

I would argue the second stage is also interesting and the third stage had a very sizeable budget considering it's a nearly two hour movie (the high quality proves that).
But Takumi winning EVERY SINGLE god damn race gets boring fast.
(And no, blowing the engine does not count as a loss.)

The big difference between Stages 1+2+3 and 4+5 is the fact, that the first three stages are not 100% focused on the races.
Takumi and friends are still young and high schoolers. We're being shown what they do at their part time job, discussing mostly girls and cars and what's happening at home or school.
This creates a flow that eventually builds up tension up until the big race (e.g. versus Shingo).

Meanwhile, Stage 4+5 just throw races at you non-fucking-stop and Takumi wins them ALL.
This is incredibly boring.

This is why Keisukes races are more entertaining to me in the lat two seasons. The only way to keep Takumi races interesting is to keep it about HOW he wins rather than if. But that only leads to retarded ass pulls when against people who would have otherwise beaten him.

When keisuke races there is a little bit more of a question to the outcome since he is the weakest link, plot armor wise. And each one is a moment of character growth for him while Takumi has maxed out on being a master of technique purely by delivering tofu.

Even in the west, Aus/NZ/US when a group of friends go to do mountain runs they will have a support car (4wd) in case anyone needs to be pulled out of a ditch, and a ute/van with spare tires and jacks etc.
Depending how big the group of friends are there will also be a gallery, not initial d tier size but a gallery nonetheless.
You can even watch some old video option tapes and see touge runs with dozens of people watching.

The autor pretty much agrees with this and shows how big of a gap between him and his opponent was (especially in his race vs Toshiya) but at that point the main "objective" of the show was already set in motion so it would be kinda hard to steer it into a different direction. It's not the same as when Akio from Wangan Midnight wrecks his car as there isn't a big overarching plot WM has to worry about keeping up.

He goes on a tour of japan with a racing team where he races the downhill, and keisuke (the guy in the FD) races the uphill. I don't recall him ever doing a hill climb race, though realistically his car would be more than capable of it with like 240hp in a 2000lb car.
