In the third world? Sure. You can buy a brand new Nissan Junior in certain countries in the Middle East, Caucasus and Africa. Not to mention the 70 series LC and the Chevy Damas/Labo, plus the number of repackaged Ford Festivas.

Lada still makes the Niva and UAZ still has the forbidden bread loaf too, plus some models of Mahindra are fairly mechanical, but both of these makes are not the best (with Mahindra probably being the better one tbdesu).

Lastly, if you are EV curious (which I know that you are not), but NEVs are fine for local roadways and are closer to European quadricycles. Unfortunately, there are no real ICE allowances.

Speaking of EU, Ligier models as late as 2023 do not have the iPad, so it should be easy to find one (especially since they are cheap cars to begin with).
