I live in a small 97% white town in the midwest and the local kids are all on them. There's no regulations on these (yet), and they give kids too young for a license (or those who refuse to get one for some reason), a level of independence. When I was kid, everyone had mopeds, but I understand the benefits these have. They're the same price as a (new) moped, don't need to get gas (or 2-smoke oil), and you can ride them on the sidewalks and bike paths. Cops here don't care, just like they didn't care when me and my buddies rode our mopeds around at 14. If I was younger one of these would've been on my christmas list instead of the used Zuma I got 12 years ago.

Minorities usually ride ATVs and mx bikes with actual 2 strokes in my metro area, while whites (all ages, including kids) will ride pedal bikes and ebikes/emotos. I think a lot of it is the price to noise ratio, you can get a 2stroke bike off marketplace for like under 750 but emotos are still going for over 1500 - meanwhile, whites are less tolerant of that kind of noise in their own neighborhoods
