Bi-Xenon HID and bi-halogen projectors work the same way. "Bi" means the same projector is used for both high and low beams.
It's like late 1980s or early 1990s tech.

The problem isn't even the brightness, it's the color temperature. Harsh short wavelength blue lights at night are what rape your retinas. If a company spends a couple extra pennies on their lights to have warmer temperatures, they're not that bad to look at.
Wear blue light filtering (yellow) glasses and it becomes a lot less miserable to drive at night.

Brightness is an issue too, it means your eyes can't properly adjust to the darkness. You just go from getting dazzled to not being able to see out past your own lights over and over again.

I would rather the world revert to halogens, I've never had any issue being able to see with halogens

I use yellow glasses when I ride my motorcycle and even just the brightness makes it impossible to see anything in my mirror. They are too bright. sample as.
