They are tied to the parking lamp signal. Ie there is a switch for the fogs, but it's two stage and requires the dog lamp switch to be on, and the parking lamps at a minimum.

I leave my headlights and fog lights on all the time to increase the likelihood others see me coming. I do have the normal warm frequency headlights, not the glaring bluish ones like this chode here.
