Does anyone ever wonder if car manufacturers are just using the recalls to get cars back to the dealership to plug in the ODB and collect telemetry for resale?

the amount of ram and internal storage needed to actually store enough data to be worth selling is sort of beyond most cars' capability, especially a fleet van. that shit is as barebones as possible. if any data is collected it's immediately shuffled off thru the cellular ocnnection in the head unit which again, wouldn't exist on a fleet van. your obd2 connector is for car systems diagnostics, not really data transfer.

anything without fancy internal nav will have no cellular connectivity at all. it costs the company money to keep that shit running.
it is also legally required to state if the car has cellular radios or not as per the fcc, they can't just hide it in the car somewhere

Car companies literally use software to score your driving on new cars, the info is sent via SIM to the company who then sells it to your insurance. It's a real thing now. They are working on scraping your phone and social media to give you targeted ads. Not on all cars, yet.
