Is KTM Super Duke or Ducati Diavel better for someone who usually wants to go at sane speed but sometimes wants to go fast?

The appropriate proposal for someone sane, who would like to occaisionally go fast, would be to drive a GM Volt, and periodically ride a rollercoaster, or take a flight somewhere.

No, I guess. Can't speak to the Ducati, but the KTM is definitely more comfortable at higher speeds and will push you to unintentionally go faster than you mean to, and I don't mean the regular "I'm going 10mph faster than everyone else because I'm on a motorcycle and can accelerate faster than most cages." It's more comfortable at 25-30mph faster than everyone else.
The question is, what's fast? Even an SV650 will go 120mph topped out. An MT-07/R7 can approach 150mph in the proper conditions.
It's all still just a matter of self control. You can stay within the speed limit easily on any of these bikes if you're paying attention, setting the cruise, and keeping in check with traffic around you, but why get something capable of near-200mph speed if your main goal is to putt around on it. Other, smaller and cheaper bikes do that better.

Seconding SV650/MT07. Ideally find one that has suspension work done to it already. Those engines are a good sweet spot of fun enough at sane speeds, not too expensive tickets, but they can still rocket up to triple digits in a short enough time to get your overtakes done.
