Make CAFE fixed is actually a reduction in regulation, and expanding CDL requirements is an expansion. It's a net neutral change that results in less incentive to make trucks (lighter economy requirements) and lower demand on trucks (people that can't drive worth shit no longer buy long bed superduties or 10,000lb hummer EVs because they can't pass a CDL.)

Bigger vehicles are more likely to have crashes since they are bigger. Smaller vehicles are less likely to have crashes because they are smaller and smaller also makes them easier to avoid accidents.

And no, sight lines are worse now than they used to be. Commercial vehicles are required by law to be able to see what is front of them, which is why their hoods and seating arrangements are they way they are. P*ickups on the other hand now have flatter hoods that also jut upwards in front of the windshield.

There is no safety reason why trucks gotten wider and taller. They gotten fatter because manufacturers have less stringent fuel requirements on vehicles with wider footprints. Of course, the manufacturers themselves wrote the laws so they can push bigger vehicles because SUVs and trucks have higher profit margins.

This is a superficial take. It's more correct to say that government regulation that doesn't address the underlying demand for a use-case is completely powerless to stop the market.
In this case, cars bloat because, people need to use cars to transit to where they need to go, they need to feel safe while doing so, and because car size is perceived as a status symbol. Regulation would need to address any of these three factors, but unfortunately the car and fossil fuel industries actively lobby to make cars more necessary and thus roads more unsafe, and so they cannot be addressed.
