What's happening is an increase in "natural gas" use which also has to be extracted (it's what fracking is for) and refined and is arguably just as bad for the environment.

So apparently this refinery is the only one that makes the special blend of fuel that California law requires stations to sell in state. They also placed unreasonable environmental restrictions on that refinery making business unprofitable.

That's false. Every single refinery in California makes that blend of fuel. And the fuel blend is not the problem, they've been making it for decades. Unless you're implying there is some new blend that just came out that's prohibitively expensive, but no other refineries are shutting down.
