having a guy at a shop do quite a bit of specialty work on my car including a fair amount of custom fab shit etc. left car at his shop and waited in "line". he got going a while later and was making good progress and his work looked really good. but now he got busy with other stuff and isn't working on it much it doesn't seem, barely even responds. the car is currently undriveable due to it not being done yet. not sure what to do here. its been a few months

Make it clear to them that you use and need the car and want things done in a timely manner. Then you start needling them once they get past the estimated completion date.Your current options are essentially to either be patient or go and get your car back, depending on how much you trust this person.
Unless he paid already or there was a contract, there's nothing to take the guy to court over.

Call and ask about the car, tell them that you had expected it to be further along than it currently is, ask them if they think that they can get back in the saddle, and inform them that if they can't you're going to have to take your business elsewhere.

Failing to complete work in a reasonable time frame ("reasonable" as determined by the judge/jury after hearing each side's arguments), even if payment was agreed to come after the project's finished, is enough to claim financial damages, or at the very least legally bind the shop to finishing your car by a certain date lest he get fined out his ass
