Thoughs on button copy highway signage? Has it been replaced in your area yet?

Never seen this before and just did a roadtrip from Texas to California.
Is is because the green signs reflected back too much light from new cars?

You've almost certainly seen some and not realized it. California is notorious for having outdated signage going back to the 50s, and patching up old signs with modern names and numbers, rather than properly replacing the sign. It's not as prevalent as it used to be but it's still very common in california.
Modern signage is entirely retroreflective, including the background. There are some combination reflective back + button copy signs out there, but it's pretty rare.
Button copy is much more subtle during the daytime.
