You see this all over the world. In the Middle East, for example, the Saudis never go maintenance on their billions of dollars of military equipment so the US just sells them the same thing over and over again. In Africa, any infrastructure aid now must include a maintenance plan because otherwise the natives will let stuff like wells, railroads, irrigation systems, etc. fall into disrepair. They can earn the money to buy nice things, they can sometimes even operate complicated machinery, but they seem unable to grasp the concept of preventative maintenance or service schedules.
I work swing shift and the day shift here does fuck all. Everything is run until it breaks so swing and graveyard have to do all the actual work.
