How much should I be spending on new tires? My budget is about $900... but that seems like a lot to me? I don't drive too much, but it snows where i live.

Most major tire brands are fine. I'd vouch for continentals myself, if you're just sticking with all-seasons.
Depends on the car, but prices can easily go $200-$300 a tire if you drive an SUV or truck. I don't think you can go wrong buying Michelins on Continentals.Also, nearly every tire manufacturer has some sort of rebate going on at all times, $40-$100 back on a set of 4 tires.
