As somebody else said it's also just bad highway design as well, you may have to be three lanes over if you want to continue on the highway you're on, onramps don't have enough acceleration zone so people doing the speed limit in the right lane can cause dangerous situations, etc. There's also the fact that speed limits are way lower than average traffic speeds so everybody's forced to choose between holding up traffic and risking a ticket. People ARE better about lane discipline in more rural areas with less traffic (at least where I live) but even that gets bent by habitual speeding (highway through my town is 45 limit but people do 65+ constantly) and on/offramp design and we also have our own breed of retards who'll tailgate you for miles in the right lane when you're already doing 10-20mph over instead of using the completely empty left lane to pass.
