Why aren't all axles Full Floaters?
It just makes sense
Easier to service
Way Stonger
No flange flex or pad knockback
If an axle snaps, you don't lose a wheel
Can be run on grease or oil.
No need to press in bearings.

Bigger hubs are inconvenient for smaller applications, more expensive, not at all necessary for more lightly loaded vehicles. Axles don't typically snap outboard of the wheel bearing so if you have disc brakes you probably won't lose a wheel if the axle snaps.

Semi are lighter and easier to modify.

On a c-clip style axle (Ford 8.8 for example) if the axle snaps theres nothing retaining the axle.
OP image is a Ford 9" style of semi.
