What do you do if you see drivers scrolling on their phones? I honk at them. It does make me feel like a hypocrite because I was at fault in an accident once (I wasn't on the phone)
It seems unsafe to honk right next to someone who clearly doesn't have their focus on driving, it could surprise them and cause an accident. It also confuses and distracts any other drivers around. Just ignore it and get away from them. You shouldn't really be focused on the people in other cars anyway as it distracts you from the road similarly to how a phone does.
I pass them at a leisurely pace, then brake check them as hard as possible

>>28747473i once got stuck behind some range rover doing 10 under and constantly hitting their brakes. was also wandering all over the lane so i figured the dumb cunt inside was texting, so every time their brakes lit up i'd honk them kind of like that video of that guy that wired up the horn to the brakes and got the newbie kid to drive the truck back to the shop. eventually he stopped right in the middle of the road so i just went around him
