Fusion centers go a ways to reconcile this but AI, given access to many surveillance platforms and told to find patterns, would do a pretty good job tracking individuals and singling out troublesome ones. Correlating a lot of information and condensing it into a something useful and more easily understood is about all AI is really good at so far and so while AGI and sci-fi tier stuff may not come about, I don't think they really need it to be all too advanced.
That's the idea that keeps getting pushed by thinktanks and global organizations anyway, although I think they're quite a bit up their own asses.
