Fairly based. Rural highways (speaking as a Midwesterner) are usually straight and narrow, and the only hazard you'll likely encounter without seeing it a mile off is wildlife.
In my climate I think we'd need a speed reduction after snowfall, but generally a "as fast as you feel safe" highway is a good idea for the vast emptiness between points of interest as long as it's 2+ lanes so there's room to pass.

My only opinion is almost all of the rural highways in Arizona are littered with garbage and glass. Except the roadway leading to the grand canyon, and unironically, the indian reservation roads.

Not all drivers would be confident doing 100+ so drivers that more confident would need to be told overtaking is fine as long as it's safe to do so and not flip someone off for going slower.
Not sure about wildlife at night, someone hitting at coyote at 80mph might be a hazard. I would say 60mph at night would be better.

There will be cum guzzlers camping in the left lane who will refuse to move over which will cause people to pass on the right at 100+mph which will get people killed. I can't see those type of roads having unlimited speed limits. Yeah passing on a solid double is okay sometimes okay but the majority of the time it isn't. There would be way too many people doing suicide passes on doubles which would eventually kill a lot of people. The only rural places you could realistically have no speed limits would be secondary highways with 2 lanes.

iirc britain's back roads/trails all default to 60 mph limits even though there's absolutely no way you could do that without killing yourself. some places in the us used to have a "drive to conditions" sort of law but then that got reverted to fixed limits instead.

a bit of the sturt highway on NT had no limits, then when it became a political football, a 130 limit was put in place by labor, then when the country liberal party won the next election they restored the unlimited speed as a "trial" recording zero fatalities in the time it was active, before labor got into power again and capped it at 130.
