The answer would appear to be yes. And there are only two real companies which own all the major rental brands. When I went to pickup mine they had only two desks with one person each for the rental companies in Bangor Maine.

Never had issues like this in Europe, South Korea and Japan. I even got free tier upgrades when they ran out of the car I rented. May just be an American thing.

I've only had a bad rental once
The trick is to call them the morning of and request a specific vehicle.
I usually rent a minivan or a truck. I call to request a 4x4 truck. That way I get a top trim with a V8 or twin turbo V6
And for a minivan I request a sunroof which gets me top trim in leather.

Had this exact problem at Enterprise, and it's because street people do rent and live in them, smoking all their shit in there. I rented one for a job interview out of town and couldn't show up smelling funky. I told the jeet at the counter it smelled too bad and he gave me a different car free if charge. He was gonna "upgrade" me to a minivan but I said nah I'm not gay and waited for a smaller car.

It's so liberating, you can off-road them on rough forest roads, pinstripe the sides with bramble and bushes, do burnouts down to the cords. At the end of the day, not your problem

I give 100% 5 stars to Enterptise for the truck rental division. I've never rented a passenger vehicle from them.
