for evoque money, you can get a model y performance. it will shit on anything short of 6 figure sports cars in perf.
alternatively, a used model x plaid should also be in reach, if you need the extra space

sorry, i cannot recommend buying anything ICE brand new, they're unmaintainable.
if you're willing to look at old enough vehicles, the standard options still apply. i guess. american suvs still came with naturally aspirated, port injected v8s until fairly recently, iirc 2020 is approx the cutoff for most of them. german stuff switched to turbo and/or direct injection earlier, ca 2015 or so. if you're willing to go used and/or old, you can easily get eg a cayenne from those days for new evoque money.

A well maintained LR is just as (un)reliable as any other marque. If they weren't, you wouldn't see literally millions of Discos still on the road here in UK, despite the horror stories.
Same thing happens with Jeeps in the USA, I understand. Just buy a second hand one from an owner who take care of it and you'll be reet.

afaik discos and etc land rovers are the vehicle of choice for the english upper class. and also its criminal class. and also a national icon. that doesn't mean anything about their reliability. you see a lot of bimmers and mercs and audis in germany too, they're still unreliable pieces of shit. not as much as land rovers, but still.

if you can't wrench a Disco, which is basically a C5 with more space under the bonnet, you should just go back to beta male school mate.
The only thing 'complicated' that can go wrong is the air suspension, which is easy enough to fix, or the crank shaft (which is more Ford's fault, than LR). And if you can't strip an engine down, do you really deserve to drive a proper 4x4?
