They were not outright banned, but regulated to being unprofitable. Manufactures didn't want to waste the time and money when fixed headlights were already taking off in popularity at the time with designs like the Ford taurus

A $20 glass sealed beam that never turns yellow, with a $20 motor for cars with hidden headlights for aesthetics is far cheaper.When that motor goes out after a few decades, these cars also all have provisions so you can lock them in the upright position if you can't afford a replacement at that point.
