It will be the opposite. Testing during car inspections will become more accurate and difficult to pass. There's also a proposal to require member states to do mass screening of cars on the road using remote sensing technology. If I recall correctly, the proposal is to set a quota of minimum 20% of cars on the road screened each year. If the sensors say your car is too loud or too polluting, you'll get a note inviting you to visit an inspection station. Other shit stuffed in there is a "digital passport" for your car, which will contain complete registration, inspection, and service history (mechanic shops will be required to record details of any work they do). It won't be stored in a "central database", because krauts fucking autistic, but rather per country databases that transfer data between them, which is basically the same as a central database, but somehow doesn't bother the krauts, probably because it means SAP gets more work. They will use the databases to detect "illegal repairs" that keep an old cars on the road.

They've got a whole bunch of other ideas to force us to eat the bugs and ride the bus. Those are just the ones I remember off the top of my head. It's not insanely expensive or even expensive to maintain, but it's a labour of love and needs patience. Parts are available all over Europe and a lot of it can be jurry rigged with western parts from different brands.
It's not a daily driver and right now the interior is stripped for welding and for upgrading, going to install some electric seats off a W124 Mercedes, a modern sound system and so on.
Also thinking about a V8 swap if I can get a hold of this one dude with a ZMZ-53 V8 engine off a GAZ-53 truck.

Every new car must constantly report its own emissions, refuse to drive in geofenced areas, carry a bunch of registration information electronically as if the cross referencing the fucking VIN and license plate with your ID, or using a sticker, wasn't enough. The requirement to transmit that "over the air" means a requirement to have a cellular modem so the location of any car is known at all times. Probably a kill switch too.

Yes because those regions are very sparsely populated. If the weather is windy, that also helps. But cities that have foggy and damp weather usually also accumulate a lot of atmospheric crap. This. I drive a 2006 Euro 4 diesel shitbox with removed DPF and disabled EGR. I pass yearly emissions test just fine, even though inspector sees the exhaust pipe has been welded at several places.
