Not using it whenever the car is stopped is pure americlap specific retardation. You put them both on for redundancy. Newer cars will just auto apply the "emergency" brake whenever you put them in park.
when I park on the steep hill that is the street I live on I put the parking brake on before actually putting it in park because I really hate the hard clunk that happens when I put it in drive after I didn't use the parking brake
