I can only speak for the UK but if someone is driving in a lane and staying in that lane then passing in another lane is legal.I have a commute that has a half mile before a right turn so sitting in the right (left for people that drive on the French side) makes perfect sense. Pass me on the other side.Spikey stars are difficult.
