There's a lot of heavy reinforcement that goes into the frame, control arms, axles and so on to ensure the cars don't just buckle after bouncing a few times. Add some engraving, chrome plating, and even pinstriping to the frame and suspension parts and it's honestly quite impressive how much work they put into parts you don't typically see (you see a lot of mirrors on the ground at lowrider shows to show a lot of this off)

lots of precise fabrication skills. Something your blue-collar welder would have learned, because that's who builds these. Also immaculate paint jobs with intricate hand-drawn details. Some engineering is required due to altered pivot points in the suspension. Fabric working skills for the interior. Electronics theory for all the actuators and sound system. Lots of skill.

However low riders are a counterculture icon so maybe the gaudy looks is intentional and if so, I respect that desu. If I had one I'd do a clean setup like this

Only the frame and suspension gets highly modified. Pretty easy to find stock frames under cheap four doors, if you wanted to return one to stock.

Well you start out with replacing the springs and shock absorbers with hydraulic cylinders. Then you put hydraulic pumps with reservoirs in the trunk, along with the control relays, and then run high pressure hydraulic lines to the cylinders. If you want something simple you just have one pump and one valve and it'll slowly lift the whole car up and down. If you want to control each wheel, you need a valve per wheel. The faster you want it to cycle, you have to put more pumps in for more fluid flow. The guys that can hop are running usually four pumps. If you start hopping you need to reinforce the frame and the front suspension arms, among other upgrades.
Note that hydraulic fluid is non-compressable so a car on hydraulics has no suspension. The only cushion you get is the sidewall flex of the tires, and the seat foam.

The electrical system is wild - there’s a stack of batteries in parallel to drive these high flow pumps. Some cars have air to liquid accumulators to keep the system pressurised, like capacitors work in electrical systems.
