City buses and school buses don't use winter tires because 22.5'' winter tires aren't really a thing in North America and doing tire swaps for a fleet of 200+ vehicles is an ungodly bitch for the handful of times a year when you really need them. Most people and even fleets don't bother with winter tires on their half ton or heavier pickups because A/T's are usually enough to get the job done. People tend to run dedicated winters on pretty much everything else. That's how it is in Alberta. It may be different over in New France and New India.

No, that's why you engine brake and modulate the brakes. The engine braking helps the brakes out. The point is to get down the hill while in control of the vehicle instead of skiing down it out of control at whatever speed gravity is able to move you. There is no stopping on that hill. You will go down the hill and you will run the red light at the bottom but as long as you go as slow as you can go while remaining in control of the vehicle then all is well. It's actually pretty interesting to watch. You can clearly see how the tires transmit lateral forces only when standing or rolling, but not when sliding.
That car has a torque-converter automatic and rwd, so he has to use the brake to limit power to move slowly. This causes the rear wheels to spin while the front wheels still lock up.
ABS/ASR/ESP doesn't seem to do shit here. It's all that he's stuck trying to go too slow to let go of the brake and that causes him to lose lateral guidance upfront.
