The US with omnipresent Mustangs, cheap fuel and cars is a pretty obvious choice for the best. Germany where you can buy like 10 Boxsters for yearly wage and go on Nurburgring or an Autobahn is a bit less obvious but also good candidate for the best as long as it doesn't ban ice cars. Monaco lots of has Bentleys and Ferraris but it's not a real country.

The worst is probably some shithole like North Korea.

But another interesting thing is how it feels to be a bike guy in a country like DR Congo where there's no winter and cars can't smash you cause very few can afford them so they're less common than bikes?

Cheap gas, affordable jap imports, police doesn't give a shit about speeding/mods, babby's first drift attempts circa 2005. Back then the roads were mostly non-existent outside of the two capitals, but neither did salaries. I mean you were lucky to make $500 a month unless you lives in one of the major cities.
Nowadays it's mostly drug-trafficking churkas and nepobabies drag racing with one another off every stoplight, so it doesn't apply I guess.

I know for a fact that Brazil is the worst place to both own and maintain a car, despite you being forced to own one as public transport sucks massive ass and it's not as developed as the roads here. Tax makes for 40% of a car's price meaning that one pays premium for the shittiest, basic 1.0L shitbox ever with no space for your family or friends, not to mention that you have to pay up for owning a car and pay to maintain your license. Brazilians maintain their cars like shit so even if you plan to buy used, you're going to get scammed somehow.

Pretty alive I'd say.
There's a love shared between old people and gen Zers over the classics and some nationals even have earned cult status (like the Opala and the Gol), which in turn just made these even more expensive. Good thing is, if you ever buy one of said classics, there's no way you're never finding parts for them as we have many companies dedicated solely for making these parts brand new.

People actually use those as daily drivers here.
As for old imports, yeah, they're pretty much junk now. Especially if they're old citroens.

Some places don't have rust. Cars are cheap to buy and register, significantly cheaper than other places. No inspections at all in many states. Higher displacement versions of int'l cars are our base versions. There are open fun roads out there, if you're willing to leave the suburban sprawl - it's a big country.
We also don't have speed cameras or tolls except in limited places.

Yes. I've only seen people drive near the limit in Virginia or up there by Rhode Island and Connecticut.
15 over is very normal here, including for cops just cruising.
And yep, gas is $2.60 / gal.
And the govt won't crush your car for racing or doing stunts.

you are allowed to modify your vehicles, but it depends on the mod and the jurisdiction. in most states, a big job like swapping in a bigger engine, or a diff swap, or converting from fwd to rwd etc. would need an engineer's certificate which basically certifies that the vehicle is still safe to operate on public roads.
there's exceptions, like if you swap an engine with similar displacement, or if you do a manual swap with factory or ADR (aussie version of FMVSS) compliant that are critical, such as the gearbox crossmember or driveshaft etc. changing just the pedals for example nobody gives a shit about, but then there's shit like an exposed air filter in nsw that will get you a defect notice that you have to clear if you don't want the cops pulling you over and fining the shit out of you for driving a defected car. the exposed filter is presumably because of boomers that seethe about the induction noise since they actually suck at filtering air and the only other reason you'd probably ever want one is if you had a turboed track-only car or something like that and needed it to inhale all the air it could without eating some nasty shit that'd fuck the engine up quick.
basically, it's a lot of paperwork to make extra sure that adults are making adult decisions, totally not treating them like children at all.
