The ST models have the same turbo V6 as the police ones. I can't speak for the explorer specifically, but my Lincoln with the same drivetrain hasn't given me any trouble the past decade, and I drive it pretty hard.

police models rarely use the 3.0 Ecoboost engine, they are usually the hybrid NA V6 with 318hp. some cars were shipped with the 3.0 during COVID due to parts shortages and it's available to police as an option but most used police cars you come across are going to be the base hybrids.

the 3.0 is a great engine and worth it if you can find it, ST's have been easily tuned well past 500hp and the Lincoln Aviator had a hybrid version with 494hp off the lot.

They used to sell way bigger engines than 400ci. The 1970s Caprice could be had with a 400ci small block and they never advertised it special. They sold way more powerful engines and advertised the shit out of it. Ford once sold a galaxie with a 428 and called it the 7-litre.

I drive explorers for a short haul logistics fleet. Drive train wise they seem to be able to handle the abuse. We have a few with 300k+ on them accumulated over 3-4 years. It's been the ancillary components that break regularly, often for no reason. Power lift gate bug that prevents it from closing (but still opens just fine): this requires a warranty replace of the power unit for some retarded reason. Infotainment screen glitches constantly, which wouldn't be that bad if the climate controls and most of the important settings weren't solely controlled by that screen. Remote keyless entry works properly ~80% of the time. The computer is extremely fussy about cleanliness of the front radar sensor and camera, will lock out adaptive cruise on the fly if it's not happy. Lane keep assist sensor on the steering wheel is so sensitive about hand position it's useless. The start stop behavior on <2022 models was insane, it would cut engine if you just barely came to a stop to wait for a right turn in a parking lot (fixed following gen). Overall? A little better than Mazda, equivalent to Chrysler, worse than Toyota.
