This is too cryptic for my smooth brain to understand. I'm trying to use a battery charger on my dead civic.
Don't know why the full charge LED is quickly flashing when I know that the battery couldn't start the car.

Battery is fine.
Its a cabling/ground or starter motor issue.

Read the instructions. It probably flashes while its charging and turns solid when its charged.

Mine has many more settings. If I put it in "engine start" the needle bounces like crazy, on any car.
Does it let you start the car? Then who cares?
Also you probably have a grounding issue. So do I. But it's fine.

From the replies and reading the manual for the battery charger, I surmised that the battery was fucked. The charging meter seemed to indicate that the battery couldn't draw the maximum amperage when set to 10A.

The battery has been replaced, and the car is working now.

You might want to check for ground faults sometime anyway if your car is old and you got it used.
