Your theory is wrong. All of the major manufacturers supplying large numbers of these cars also had staff based in territory to keep them in pristine condition and managing shipping them overseas as requested.. What went wrong was the Sultan realising how much of the state's funds was being diverted by Jefri into his personal vehicle fleet (some of which he gave away as presents) so his brother the Sultan put an immediate stop to the contracts, so all the staff were withdrawn. Many of the contractors in the UK who were getting fat on the multiple-stage contracts went to the wall shortly afterwards as they didn't have the work to replace the Brunei cashflow - I don't know what happened in Italy
