The trick is to put it in the highest gear that keeps you above idle, doing so keeps the engine turning with minimal resistance so you don't have to burn fuel.

I do both depending on the situation, if I know the light cycle and think slowing down early will let me get the green, instead of coming to a stop I can engine brake waaay out and the light turns green and I can start in 3rd while the people that passed me came to a full stop and I pass them in the intersection.
