They made the patents open, then China came in with cheap EVs, THEN China went into an international price war spiral to make cheaper and cheaper EV which resulted in large lot rot of EVs. Basically EV's became super unprofitable, and everyone trying to develop their own is forced to overprice them to try and get any profit, which leads to no one buying them and then cancellation.

any company can use Tesla patents royalty free if they never sue Tesla over their own patents or materially support another company suing Tesla over patents. however that's quite a bit different than them just handing over the technology and plans for actually building a car

I can't legally say more than this, probably, but making (real) cars from scratch is incredibly expensive. Unless you started during WW2, you either are a madman billionaire or some state-backed Chinese who doesn't give a fuck about safety or long-term reliability.
