ZR1X with as much aero as you can cram onto it would be a strong contender if you didn’t want to get too deep into the guts of something, but a Golf R with huge aero and tuned to 1300 hp would do similar things and maybe better due to shorter wheelbase.

miata is way too underpowered for uphill touge. Ariel atom is probably a good choice. Needs to be small, good power to weight ratio, and have a real suspension setup (unlike the NARP in the OP)

Something extremely tiny, light and balanced. You don't want too much power because you can't even use it most of the time, but it really depends on the road. Personally, if I had to build the ultimate toegay machine, I would go with a turbo k swap lotus elise.
