le mans is part of WEC which has fuel consumption limits and thus, power output limits. IMSA had no such fuel restrictions so in theory a car could be as powerful as you could reliably make it.

The Eagle would've been severely nerfed at le mans if it was allowed to race at all.

Wrong. The car wasn't ready until the month after the 1991 LM24. It wouldn't have been eligible in the 3.5L regs so it couldn't be on the grid in 1992 nor 1993 unless it entered in a sub-class that couldn't seriously compete for overall win. It could've been allowed in 1994 with a fairer shot, but the collapse of GTP and the shift to focus AAR on entering CART in 1996, there was little point in investing on developing the Mk III for LM24. Especially when Toyota already had a programme for that in Yurop.

You also must understand that the car was built for IMSA not high-speed tracks like LM. And the only 24-hour race it managed to win the car was stuck in the garage for over an hour and only finished on top because their main competition (an ancient XJR-12 and a privateer Nissan) both shit the bed. The sister Toyota also DNF'd halfway through.
