That seems like the one possible exception for FL registrations.Then you can also run into the issue that HMMWV's don't have real VINs, just serial numbers, and that doesn't play nice with some registration systems. While it's not impossible to work around you're at the mercy of the desk jockey who probably doesn't feel like dealing with anything out of the ordinary. Don't get me wrong, I'd love to get one myself but there's so much stacked against them and I'd be worried about losing a significant chunk of money on it.

Apparently they're pretty lenient about it though, mostly they just don't want you dailying it or using it for commercial purposes but a lot of people have them on off road rigs, classic sports cars, etc. and nobody seems to care.
