Some garages won't care.
I saw a 35+ year old Polo recently at a car meet, its sills were rusted open worse than yours and it passed a recent MOT.

That rust is on the fender. It's not structural. If it were 6 inches to the left it would be structural rust and it would be dangerous to drive the car.
You can fix the rust hole with some standard packaging tape and a little spray paint. Wipe the area clean with a rag before applying the tape.
