Oddly the first or second racing game I played was based on that anime.
It's called Cyber Spin in the west.
It's not particularly good.

cyber formula sin vier is on steam right now and it's pretty good albeit a bit low budget as it was originally a comeket-exclusive fangame. iirc the dev team is working on a new cyber formula game right now.
