Knock flaking rust with a brass wire wheel, clean the remaining surface with a degreaser, apply rust converter (must have phosphoric acid), clean it off again, apply an epoxy primer of your choice, paint, clear coat and then fluid film it twice a year. Boom. You’ll be good for the rest of time.
