It means don't drive 6 feet in front of you, you should be aiming further down the road. You'll have greater time to react and be significantly more likely to avoid an incident.

Most of these are basic racing too.

To me that's already covered by 2. Darting your eyes around means time not looking ahead. Mirrors should be part of your peripheral vision.

It's missing one important advice - follow the flow of traffic.
Not only it's easier to keep track of your surroundings when it's relatively static but when someone messes up, there's plenty of time to react.

i only just noticed how many people only look a few metres ahead of their car this morning when roadworks diverted traffic onto a different lane and the people behind me all swerved to move into the correct lane instead of just driving in a straight line into the new lane.
