People without licences don't use OP's model though, ) most of the time they buy a VERY specific brand. I forgot it's name. They do diesel vehicles which can be modified to go slightly faster and are even more dangerous.
The brand has a very bad reputations among drivers due to many accidents using these cars. I think it's also available in some other European countries

As for the Citroen AMI and Fiat Topolino, big hit among kids of upper middle class families. It feels safer to the parents than a 2 wheeler and you can lease them for like 100 a month

No speed restrictions. Just size and displacement. Most makers in Japan limit the horsepower, so they'll go as fast as 63HP will push it.
Microcars exist as a tradeoff. Underpowered? Yes. Slow? Yes. But they're cheap, they turn on a dime, parking spots are wherever you feel like, narrow European roads mean nothing to them, and they usually cost less in taxes and fees.

well unless you're rich or underage (and rich), i don't see how you can justify paying 8-12k for a toy cart when something like a dacia sandero costs 13k. they're a pure fucking around purchase and i'd sooner feel like i'm able to afford a 70k+ SUV than one of those
