Cars are a luxury in Japan due to the excellent public transit network, dense cities, rising living costs and infatuation with underage anime girls. This makes cars out of reach for most japanese people when they dont "need" a car. Even just having a parking spot is considered a luxury for anyone near a city. Pair that with communist-tier used car laws and that means most of Japan's cool cars get exported. Young Japanese people want cheap easy hobbies that don't take up a lot of space. Cars are the opposite of literally all of that. Less people interested in the hobby means less selection pool for people to be competitive in a sport.
